Accordingly, last year’s education expenditures amounted to 587 billion 438 million lira, an increase of 69.3 percent compared to 2021. The education levels where expenditures increased the most during the said period were pre-school with 113.8 percent and higher education with 74.1 percent.

While the ratio of education expenditures to gross domestic product (GDP) in Turkey was 4.8 percent in 2021, it decreased to 3.9 percent in 2022. The share of state education expenditure in GDP was 3.5 percent in 2021, while it was 3.1 percent last year.

79.1 percent of education expenditures last year were financed by the state. The share of household expenditures in education expenditures was calculated as 10 percent.

35.1 percent of the expenditures made by state education institutions were for higher education and 21.7 percent were for secondary education. 44.6 percent of the expenditures made by private education institutions were made for higher education, and 31 percent were made for secondary education.


Education expenditure per student increased by 60.9 percent last year compared to the previous year, reaching 25 thousand 143 liras. The education level where this expenditure increased the most was pre-school with 74.4 percent, followed by higher education with 67.7 percent.

Last year, the education level with the highest expenditure per student was recorded as higher education with 50 thousand 236 liras.
