Hanoi Statistics Department has just released the results of the disbursement report on transport and urban infrastructure development projects invested by the budget, showing that, as of 9 months of 2024, development investment capital in the city Hanoi reached 351.8 trillion VND, up 9.7% over the same period last year. Of which, State capital reached 130.3 trillion VND, an increase of 17.8%; Non-state capital reached 198.3 trillion VND, an increase of 5.2%; Foreign direct investment capital reached 23.2 trillion VND, an increase of 7.7%.

In particular, the Ring Road 4 – Capital Region project is being actively handed over by localities to construct the entire project to ensure the set schedule; Total disbursed investment capital for the project is about 12.6 trillion VND, construction progress reached 10.8%.

However, the Statistics Department also released a list of some projects with low disbursement levels. Specifically, the Ring Road 1 project, section Hoang Cau – Voi Phuc, was started in 2010 but up to now, after 14 years of construction, it has not been completed. The project has a length of 2.3 km, a cross section of 50 m and includes 2 overpasses at the Lang Ha – Nguyen Chi Thanh intersection.

The starting point of the route intersects with Cat Linh – La Thanh – Yen Lang road at Hoang Cau (Dong Da district) and the ending point is at Voi Phuc intersection (Ba Dinh district). The investment in phase 1 of the project is more than 7.2 trillion VND from the city budget, of which construction costs are 627 billion VND and site clearance costs are 5.8 trillion VND. To date, the project has disbursed 37.8% of the assigned capital plan.

The Ring Road 1 project, section Hoang Cau – Voi Phuc, has been suspended and behind schedule for many years.

The project to renovate and upgrade National Highway 6 section Ba La – Xuan Mai has a length of 21.7 km, starting from the Ba La intersection in Ha Dong district to Xuan Mai Town, Chuong My district. The project will start construction in 2022 to upgrade to 4 – 6 lanes, design speed of 80 km/h, open roadbed width of 50m – 60m, contributing to completing the radial road connecting National Highway 21A Ho Street. Ho Chi Minh City and Ring Road 4 of the Capital Region. Total investment capital is 8.1 trillion VND from the city budget, of which over 5.1 trillion VND is for site clearance; 2.9 trillion VND in construction and equipment procurement costs. To date, the project has only disbursed only 8.8% of the assigned capital plan.

Thang Long Avenue expressway project, connecting from National Highway 21 to Hanoi – Hoa Binh expressway. The project was started in October 2023 with a total project investment of 5.2 trillion VND. Up to now, the project has disbursed 8.6% of the assigned capital plan.
