According to the deputy’s idea, the development of a new unified methodology for calculating fees for housing and communal services should be entrusted to the Ministry of Construction of Russia, and the development of a software product (billing) should be entrusted to the System Operator.

“As a result, this will make it possible to calculate the amount of fees according to a unified methodology for all subjects of the Russian Federation, to generate a single payment document for all services of the RSO, AU, RO, to simplify the consideration of citizens’ appeals regarding the calculations carried out and to optimize the work of supervisory authorities.

In the future, individual housing construction projects can also be connected to the utility fee calculation module.
