Vitaly Koval was the head of the Rivne Regional State Administration from September 9, 2019, and from February 24, 2022 he headed the Rivne Regional Military Administration (OVA).

From 2006 to 2019, Koval headed and was a co-founder of enterprises in the agricultural, transport and construction industries (“Atlant-trans”, “Invest trade service”, “RGS-Logistikgrupp”, “VVV Montazh” and “Sanako”), and during 2004-2006 worked in the credit department of Ukrgasbank.
