Great ideas for finding a future for industrial wastelands in the Eure valleys

What should we do with the industrial wastelands which disfigure the Risle and Charentonne valleys, in the Eure, after having kept them alive for a long time? We named the former Delaporte textile factory in Brionne, the former Saint-Louis sugar factory in Nassandres-sur-Risle and the former spinning mills of Petit Nassandre in Serquigny and Nouvelles Coordonnés in Fontaine-l’Abbé.
The solution will perhaps come from Europan, a competition of ideas on a European scale in partnership with local authorities open since 1988 to young designers under 40, whether they are architects, town planners or even landscapers, who can then, if their projects are selected, access public procurement.
After two rounds, the international jury of the 17th session of Europan, on the theme “Living Cities 2”, whose objective was to address climate change and inequalities, dedicated three projects carried out by Intercom Bernay Terres of Normandy on the future of the four industrial wastelands in question. In 12 countries and for 51 sites, 158 teams were selected by independent experts.
It is under the leadership of Valéry Beuriot, the mayor of Brionne, who has been campaigning since 2018 for the transformation of his own factory that Intercom Bernay Terres de Normandie has chosen to submit an application covering the four sites. “Rebuilding on what has already been built, building a bridge between the still recent past and the future that we can rebuild with the inhabitants”, this is the mission he set during the restitution of the work on Thursday 21 March.
In total, 23 teams submitted a file to repair these industrial sites, lost in their green setting meandered by two turbulent rivers full of fish, a source of life before sinking into economic depression, after having visited them. On December 5, the results fell: “unanimously”, three projects were rewarded by an international jury “touched and left speechless”, in the words of André Van Den Driessche, mayor of Fontaine-l’Abbé .
In front of a crowd of local actors, the winners presented their ideas, because these are ideas which will then require “a long process and complex procedures”. Camille Pasquier and Mathilde Lecomte, authors of the Laureate project, detailed “In sweats, chronicle of a sweating valley”, a story built around the prefiguration of an inclusive and supportive community between all living things, based on a common essential component: the water “. The jury was convinced by their poetic and committed vision.
For the Mentioned project, the architect Baptiste Wullschleger relied on the reflections of the philosopher Baptiste Morizot, to imagine a bio region capable of bringing together sustainably all the components of the biosphere through the Regional Natural Park, from the source to the estuary, and that it is a question of rewilding by creating corridors between the Vernier marsh, the Perche and the Seine valley.
Finally, Paul de Cathelineau and Nikhil Jain, with the Special Mention project entitled “(RE) Sources, the dawn of renewal”, imagine a circular and solidarity economy around the four wastelands, “a collective vision where local actors consolidate actions initiated and come together around collaborative projects.” Step One is complete. Now, let’s get down to business, provided that the crux of the matter arrives: money.
