A fatal accident occurred during a bungee jump at Starfield Anseong branch, a shopping mall brand, and it was revealed that Mr. A, a part-time worker who had only been working for two weeks, was stationed as a safety guard at the site at the time. It was revealed that part-time worker A had no safety-related certification or skills.

On the 27th, JTBC reported that the bungee jumping facility operated at Starfield in Anseong, Gyeonggi-do is somewhat poorly managed.

It was revealed that Starfield was hiring part-time workers as safety personnel and had not installed any separate safety devices around the drop site. During the police investigation, Mr. A, who does not have any safety-related certification, stated that he accidentally did not attach the safety ring that connects his body to the rope.

Part-time workers go through a training period of about 5 to 10 days after joining the company. Shinsegae Property, which operates Starfield, left safety-related matters to the store owners.

After the accident, people at the scene asked, “This place looks dangerous,” and “Is this a safe place?” and were then reprimanded by the part-time worker.

On the 26th, an incident occurred at Starfield Anseong branch’s bungee jumping amusement facility ‘Smob’ where a female customer in her 60s, B, fell 8 meters to the concrete floor and died. Safety agent A, who was primarily responsible for the accident, was booked without detention by the police.

The day before, the Gyeonggi Southern Police Agency’s criminal task force announced that it had booked Mr. A, in his 20s, a security guard belonging to ‘Smob’ (sports experience facility) located on the 3rd floor of Starfield Anseong, without detention, on charges of professional negligence manslaughter.

Since it was clear that Mr. B fell with his carabiner not fastened and was injured, the police first booked Mr. A.

Meanwhile, the police are investigating whether this accident constitutes a serious civil disaster under the Severe Accident Punishment Act.

According to the Serious Accident Punishment Act, if casualties occur due to negligence in safety management at a public facility or business operating public transportation, if the scale of damage is one or more deaths or more than 10 injuries requiring treatment for more than two months, a serious civil penalty will be imposed. Recognized as a disaster.

If the Serious Accident Punishment Act is implemented, operators of ‘Smob’, the facility management entity, may also be subject to criminal punishment. However, since the application of the law is determined only after investigating the cause of the accident and reviewing the relevant laws, the final investigation results must be watched.

Considering the importance of this case, the police transferred the investigation previously handled by Anseong Police Station to the newly created Metropolitan Investigation Team.

The criminal task force is comprised of detectives from the existing violent crime investigation unit and police stations, and is in charge of tasks such as collecting information on organized crime groups and investigating major violent crimes and crimes that violate the public’s livelihood.

The police declined to say anything, saying, “There are still many aspects to review as to whether to apply the Serious Accident Punishment Act.”

Smob, located within Starfield Anseong, temporarily suspended operations due to this accident. Smob in Starfield Hanam, Goyang, and Suwon were also closed on the 27th for facility safety inspection.
