Ten years of coordinated development of Beijing, Tianjin and Hebei through the eyes of a Xinhua News Agency reporter

[ad_1]

On the evening of February 27, 2014, a piece of news profoundly changed the area where I live and brought infinitely rich experience to my journalist career – on February 26, General Secretary Xi Jinping hosted a symposium in Beijing. Listen to the special report on the coordinated development of Beijing, Tianjin and Hebei and make important instructions. This marks that the coordinated development of Beijing, Tianjin and Hebei has officially become a national strategy!

Since then, I have started to pay attention to and record every aspect of this field. In the past ten years, I have discovered typical examples, tracked key areas, dissected sparrow samples, and paid attention to pioneer trends. By reporting on the exploration of the coordinated development process of Beijing, Tianjin, and Hebei, I have published in “Three Boundary Monuments” and “Water Tank” Dismantling Network. I gained a sense of professional accomplishment from manuscripts such as “Spring Arrives in Beijing, Tianjin and Hebei”, developed my work habits of taking root in grassroots research, and developed my ability to tell big stories in small incisions. Ten years of reporting on the coordinated development of Beijing, Tianjin and Hebei have made me personally feel the greatness of a national strategy at the grassroots level.

  one

Discover typical examples and demonstrate China’s power

During the period when the Beijing-Tianjin-Hebei coordinated development strategy was first implemented, there were overwhelming reports in the media: some analyzed the prospects from a policy perspective, some compared and interpreted the construction of foreign urban agglomerations, and some reported on specific cases… The enthusiasm of journalists is a reflection of the vitality of this strategy. However, it is impossible for any new thing to see great results as soon as it is launched. Myself included, focusing too much on “progress” often made early reports on Beijing, Tianjin and Hebei too macro or too specific, lacking systematicity. How to stand out from the crowd of similar reports? This is a question I often thought about in 2014.

Discover typical examples and face problems head-on.When thinking about “breakout”, a concrete image gradually became clear in my mind – “Three Boundaries Monument”. In July 2013, when I followed Tianjin electric power workers on a mountain inspection, I discovered this trihedral boundary pile dividing Beijing, Tianjin, and Hebei. If you stand on it and walk a few steps in different directions, text messages on your mobile phone will prompt “Welcome to Beijing”, “Welcome to Tianjin” and “Welcome to Hebei”. What are the similarities and differences between the villages that border here and belong to different provinces and cities? Will there be any special feelings?

With such curiosity and expectation, I introduced the “Three Boundary Monuments” and the preliminary reporting concept at a brainstorming meeting in September 2014. I received immediate support, so I conducted in-depth interviews with my colleagues from the brother branch. At the time, we were struck by the difference at the grassroots level.

The story of a pair of sisters I wrote best illustrates the problem – the sister married to a village in Beijing next door, drank tap water from a deep well, and lived in a small villa, while the sister stayed in a village in Hebei and drank water stored in the rain. The road connecting the two sisters’ homes in Jiaoshui is less than 1 kilometer, but “when it gets bumpy, I know I’m going back to Hebei.” If we hadn’t seen it with our own eyes, it would be hard for us to imagine that there are still many people worrying about water around the capital in the 21st century.

The story is unique and the materials are complete, but how to grasp the reporting? In fact, problems in development should never be avoided. It is precisely because of the existence of these problems that the central government has the foresight to launch the national strategy for coordinated development of Beijing, Tianjin and Hebei to solve the problems of Beijing’s big cities and uncoordinated regional development.

Based on this thinking, I took the lead in telling the story of the “Three Boundaries Monument”. In reports such as “The Uneven Life of the Residents of the “Three Boundary Monuments”” and “The “Three Boundary Monuments” Testify – People’s Expectations for the Coordinated Development of Beijing, Tianjin and Hebei”, I spent a large amount of space on the imbalance of the three places and the root causes of the barriers. It is written deeply and thoroughly, and fully introduces the expectations of the people in the three places, and at the end it combines the changes in the national strategic outlook that have just been introduced. Once these manuscripts were launched, they achieved good dissemination effects. Since then, other media have followed up on the “Three Boundary Monuments” and jointly revealed the profound meaning of this national strategy.

Keep following up, and every drop of water will penetrate the stone.Because the people under the “Three Boundaries Monument” are similar to each other, they not only have the most obvious perception of differences, but also the most obvious perception of changes. Therefore, I started a ten-year follow-up report on the “Three Boundary Monuments”. Every once in a while, I would use one or several reports to record the changes here.

In the 2015 “Three Boundaries Monument” tells the story of the coordinated development of Beijing, Tianjin and Hebei yesterday and today, readers can see that because three basic telecommunications companies canceled mobile phone roaming and long-distance charges in Beijing, Tianjin and Hebei, people near the “Three Boundary Monuments” It’s cheaper to make phone calls; in the 2016 “Three Boundary Monuments”: Documentary of New Changes in the Beijing-Tianjin-Hebei Region and “Drilling Wells in Qiangan Stream” published in 2016, readers can see that some local villages have built new roads out of the mountains, Deep wells with stable water output have been built; in the 2017 “1 Kilometer Gap, 3 Years of Catching Up”, readers can see that many villages have tap water pipes entering their homes, and the various welfare benefits of residents have also been improved…

□ In September 2016, Li Kun (first from the right) interviewed at the home of a villager in Qianganjian Village, Hebei Province

In 2024, after I visited this “Three Boundary Monument” for the fifth time, “making dreams come true” became what my colleagues and I thought about in the manuscript “The Changes of the “Three Boundary Monument” – Observation on the Tenth Anniversary of the Coordinated Development of Beijing, Tianjin and Hebei” This is an important point expressed, and it is also one of my biggest feelings about the Beijing-Tianjin-Hebei coordinated development strategy.

As the coordinated development of Beijing, Tianjin and Hebei enters its second decade, my own “Three Boundary Monuments Story” has opened a “new chapter” – in addition to the “Three Boundary Monuments” mentioned above, I have found three other The “Three Boundary Monuments” in Beijing, Tianjin and Hebei, starting with “Reporter’s Notes: Looking for the “Three Boundary Monuments” in Ten Years”, I will continue to tell more stories about the “Three Boundary Monuments” to readers.

Track key areas and highlight top-level design

Starting from the “pain points”, we can maximize the significance of a strategy. This realization during the process of promoting the “Three Boundary Monuments” report brought me a lot of inspiration. During the interview on the coordinated development of the Beijing-Tianjin-Hebei region, “superb top-level design” is one of my feelings about this strategy. How to report this “high-end sense” is another focus that I have been thinking about. Combining some “moments” in the interview, I focused on the areas most closely related to the people and promoted “middle-level reporting.”

Demonstrating scientific design in a “no detour” transformation. On August 24, 2014, a delegation from Hebei came to Tianjin for inspection. The two parties signed five cooperation framework agreements and memoranda for the coordinated development of the two places. A local responsible comrade said at the meeting that there is no direct high-speed train between Tianjin and Shijiazhuang. In order to travel quickly, many people have to go around Beijing to travel between the two places. This problem must be solved as soon as possible. Sure enough, more than a year later, the Tianjin-Baoding Railway was opened to traffic, and people traveling from central and southern Hebei to Tianjin, Tangshan, and Qinhuangdao no longer had to go around Beijing to “run on zigzag lines.”

Transportation integration is the easiest area for the three places to reach consensus. It is not only written into the three first breakthrough areas in the “Beijing-Tianjin-Hebei Coordinated Development Plan Outline”, but it is also the area where it is easiest to embody the “design sense” of Beijing-Tianjin-Hebei coordinated development. So, I began to pay close attention and focused on rail transportation.

On December 30, 2022, the Beijing-Tangshan Intercity Railway and the Baodi-Beichen section of the Beijing-Tianjin-Hebei Intercity Railway were put into operation, marking that the operating mileage of the Beijing-Tianjin-Hebei Railway has exceeded 10,000 kilometers, and the railway covers all cities with a population of more than 200,000 along the line. Among the eight stations opened between Beijing and Tang Dynasty, the establishment of Yutian South Station reflects the comprehensive consideration of the industry and location advantages of Yahongqiao Town, Yutian County, where it is located. In fact, in the 2016 article “Jingdong Town Reflects 500 Years of the Rise and Fall of Transportation – Reporters Visit Yahong Bridge at Night”, we have already experienced and analyzed this consideration in an immersive way.

At that time, the “Intercity Railway Network Plan for the Beijing-Tianjin-Hebei Region” had just been approved by the National Development and Reform Commission. My colleagues in the branch and I started continuous reporting on it under the topic of “Beijing-Tianjin-Hebei on the Rails.” In the manuscript “How to implement nearly 3,500 kilometers of “huge” intercity railways? ——Xinhua News Agency reporter’s “Seven Questions” for Beijing-Tianjin-Hebei Intercity Railway Builders”, we analyzed in detail the significance of the establishment of the Beijing-Tianjin-Hebei Intercity Railway Investment Co., Ltd. and the characteristics of the new “track + land” construction model; in the manuscript ” In “The Growth of Beijing-Tianjin-Hebei on Rail”, we introduced the important role of Beijing-Tianjin-Hebei in China’s rail transit based on the development history of railways…

See collaborative development in the rivers and in the sky. Ecology is another pioneering breakthrough area in the coordinated development of Beijing, Tianjin and Hebei, and it is also the focus of my attention. The “coordinated development” in a river makes my eyes shine.

From 2014 to 2016, I continuously listened to Representative Zhou Chaohong’s introduction to his proposal on establishing an ecological compensation mechanism for water sources diverted from Luanhe River to Tianjin at the National Two Sessions. At that time, fish farming in cages was common in the Panjiakou Reservoir, the water source, which caused great harm to the water quality downstream. However, simply banning it would affect the livelihood of fishermen, so comprehensive considerations must be made. Ecological compensation is an optional path. Based on this clue, I started in-depth research.

Driven by the efforts of all parties, the relevant departments of the central government took the lead and Tianjin and Hebei worked together. From October 2016 to May 2017, Hebei comprehensively cleaned up cage fish farming in Panjiakou and other reservoirs. In June 2017, “About The first phase of the Agreement on Horizontal Ecological Compensation for Upstream and Downstream Diversion from Luan River to Tianjin was officially signed, and three phases have been signed so far.

In the manuscripts “Record of Dismantling the Nets of the “Water Tank”” and “Record of the 40th Anniversary of the Completed Water Diversion Project from Luan River to Tianjin” and “Long-lasting Clear Water Runs to Run the Tianjin Gate”, Luotai, Kuancheng County, who once worried about “removing the nets to sell fish” The story of Li Jianmin, a villager in Baitaizi Village, Zhenzhen, is vivid and powerful – later, he received compensation, opened a farmhouse, and enjoyed the “gold and silver” brought by the clear water and green mountains.

“Anatomy of a sparrow” sample reflects the actions of the grassroots

The promotion of a national strategy ultimately depends on local implementation. However, some reports that reflect local work are often written as experience propaganda, and the effect is greatly reduced. To use the grassroots as a living work, we must take root and discover the endogenous power that is truly inspired.

We will focus on the “Little Beijing-Tianjin-Hebei” region and demonstrate the experimental results in key samples.“Tongwu Gallery” is a key example that my colleagues and I have paid attention to in recent years. During the interview on the coordinated development of Beijing, Tianjin and Hebei, we accidentally heard a new term – “Tongwu corridor”, which refers to Tongzhou District in Beijing, Wuqing District in Tianjin, and Langfang City in Hebei Province. These three adjacent local independent autonomous regions Docking, with the goal of building a “small Beijing-Tianjin-Hebei” experimental field, and exploring more possibilities for the national strategy of coordinated development. Up to now, the three districts and cities have signed more than 90 agreements at various levels and in various fields.

Focusing on this key area of initiative, we have comprehensively introduced the three places’ experiments in promoting coordinated development in manuscripts such as “”Tongwulong Experimental Field” Explores Paths for the Coordinated Development of Beijing-Tianjin-Hebei” and “Tongwulong: Small Samples and Big Collaboration” all aspects. At the same time, I also used Wuqing District as an important research base and started multiple rounds of interviews.

In the draft “Wealth on the Rails: Looking at the Coordinated Development of Beijing-Tianjin-Hebei from the Intercity Effect of Beijing-Tianjin”, I comprehensively analyzed Wuqing’s local construction of “Florence” based on the advantages of Wuqing Station as the only midway stop between Beijing and Tianjin. “Town” business district, building Jingbin Industrial Park to serve Beijing enterprises, etc.; in the draft “”Serving others is to develop yourself” – the development story of Wuqing, a “satellite city” of two municipalities directly under the Central Government”, I told about Wuqing District The story of Carpet Park transforming into an e-commerce park to take over Beijing’s non-capital functions and so on is truly meaningful.

From point to surface, we will dig deeper into regional collaboration along the industrial chain. At the 2023 Beijing-Tianjin-Hebei Industrial Chain and Supply Chain Conference, the three places announced that they are cooperating to compile six cross-regional industrial chain maps such as hydrogen energy and biomedicine, and implement the “web project” of the industrial chain to deepen collaboration. In fact, industrial chain collaboration is another example of my focus on the coordinated development of Beijing, Tianjin and Hebei. It was inspired by reports during the 2020 epidemic.

At the beginning of that year, the COVID-19 epidemic hit fiercely. After the Spring Festival holiday, many companies in Beijing were unable to resume work on time. Take Beijing Benz, whose industrial chain covers Beijing, Tianjin and Hebei, as an example. After vigorous coordination by the industry and information departments of Beijing, Tianjin and Hebei, from the end of February to early March, the company’s supporting companies in Tianjin and Hebei gradually resumed work and production.

After learning about this clue, I promptly interviewed Tianjin Municipal Bureau of Industry and Information Technology and other relevant departments, and the news I wrote, “The resumption rate of key Beijing enterprises in Tianjin’s 188 supporting enterprises exceeds 90%” hit the Internet. In the “Xinhua All-Media Headlines” column manuscript for the sixth anniversary of the coordinated development of Beijing, Tianjin and Hebei that year, “Beijing, Tianjin and Hebei strive to answer the “additional questions” in the fight against the epidemic and submit it to the collaborative “mid-term volume””, I This initiative of the three places was also recorded under the subtitle “Resumption of work and production, joint development”.

During an interview in the Beijing Economic and Technological Development Zone in June 2023, many business leaders, including Beijing Benz, told me that the efficient linkage between Beijing, Tianjin and Hebei allowed them to see the advantages of arranging an industrial chain in this region. Beijing Benz At that time, the number of suppliers in Beijing, Tianjin and Hebei had expanded to 126, accounting for about 30% of the total, and about 50% of its total output value also came from Beijing, Tianjin and Hebei. This vivid story was later written into many reports by me.

Focus on the wonderful moments and record the endogenous power of the place. On February 25, 2023, on the occasion of the ninth anniversary of the coordinated development of Beijing-Tianjin-Hebei, Tianjin, which had just proposed the “Ten Actions” such as “Promoting the Coordinated Development of Beijing-Tianjin-Hebei to Go Deeper and More Solid”, organized a meeting to “Promote the Coordinated Development of Beijing-Tianjin-Hebei” At the seminar “Develop Deeply and Really”, hundreds of officials and scholars from Beijing, Tianjin and Hebei contributed their wisdom to this national strategy.

On that day, when I saw that the three-hour heated discussion in the venue was still unfinished and the yellow wintersweet branches were blooming outside the venue, I immediately took up my pen and wrote a reporter’s note titled “Spring Arrives in Beijing, Tianjin and Hebei” to record the events in the long history. moment.

Over the years, in “Impressions of Tianjin in the Coordinated Development of Beijing-Tianjin-Hebei”, “Winning the “Battle of Beijing-Tianjin-Hebei” in the 21st Century – Beijing-Tianjin-Hebei Coordinated Development is Comprehensively Accelerated in Tianjin” and “Tianjin Free Trade Pilot Zone – Serving Beijing-Tianjin-Hebei Coordination” In the “Beijing-Tianjin-Hebei local reports” focusing on Tianjin such as “Advancing Development in Depth”, I did not focus on the performance display, but focused on the spirit of the local area under the guidance of this strategy.

□ Some works on Beijing-Tianjin-Hebei coordinated development

Pay attention to pioneer trends and look forward to the strategic future

Singing the “Tale of Two Cities” of Beijing and Tianjin, building the Beijing-Tianjin-Hebei world-class urban agglomeration, and striving to become a pioneer area and demonstration area for Chinese-style modernization… these are the important directions for the coordinated development of Beijing-Tianjin-Hebei that the central government has constantly emphasized. As a reporter who has followed the coordinated development of Beijing, Tianjin and Hebei for ten years, I know that the purpose of the manuscript must be future-oriented and combine the local atmosphere of grassroots interviews with pioneering trends.

Experience first-hand every detail of the “Tale of Two Cities” between Beijing and Tianjin. On August 28, 2014, Tianjin Airport T2 Terminal was opened, and Tianjin Metro Line 2 was opened simultaneously. Residents of the two places can now enjoy the seamless “Beijing-Tianjin air-rail combined transportation”. On that day, I experienced the whole process of flying from Beijing to Tianjin, and wrote “Reporter’s Insights: A One-Hour “Tale of Two Cities” from Beijing South Railway Station to Tianjin Airport”, which received a good response. Similarly, nine years later, at the end of 2023, with the completion and opening of the Jinxing Railway connecting Tianjin West Railway Station and Beijing Daxing International Airport, while guiding frontline reporters to write experiential reports, I also planned an in-depth report on “Four High-speed Railways” “A New Chapter in the “Tale of Two Cities” of Beijing and Tianjin” tells the significance of improving infrastructure to the “Tale of Two Cities” of Beijing and Tianjin.

In addition to experiential reporting, in 2023, focusing on “combining Beijing’s technological innovation advantages with Tianjin’s advanced manufacturing R&D advantages”, I conducted interviews in Beijing and Tianjin for a month. Through in-depth visits to Beijing Yizhuang, Tianjin Port, Beijing-Tianjin Zhongguancun Science and Technology City, etc. Locally, with the direction of “new space”, “new advantage”, “new guidance” and “new contribution”, we wrote an in-depth report “Beijing and Tianjin’s “Tale of Two Cities” Sings a New Melody”, systematically analyzing the “Tale of Two Cities” of Beijing and Tianjin “Characteristics and missions.

Study the urban spatial layout using “groups” as units. After consulting the information on many recognized world-class urban agglomerations, such as the Atlantic Coast City Agglomeration in the Northeastern United States, the Pacific Coast City Agglomeration in Japan, and the Yangtze River Delta City Agglomeration in China, I planned and took the lead in writing the new media manuscript “Beijing-Tianjin-Hebei World” in 2021. What does a large-scale urban agglomeration look like? Come, tell me your ideas”, which systematically analyzes the advantages and shortcomings of Beijing, Tianjin and Hebei in building a world-class urban agglomeration, and looks into the future based on the changes brought about by coordinated development. The manuscript has been adopted by 130 media and can be viewed on the Xinhua News Agency client Volume exceeded 1.5 million times. At the same time, over the years, I have also conducted in-depth research on several “clusters” that support the construction of world-class urban agglomerations.

In “Beijing-Tianjin-Hebei Joining Hands to “Take Off” – Beijing-Tianjin-Hebei strives to build a world-class airport cluster” “From disorderly competition to in-depth cooperation: China’s Bohai Bay ports work together to build a world-class port cluster” “High-speed rail helps Beijing-Tianjin-Hebei accelerate In manuscripts such as “Building a World-class Urban Cluster”, I studied the construction of the Beijing-Tianjin-Hebei airport cluster, port cluster, and rail transit cluster respectively; in “Tianjin: New Urban Space Empowers a Better New Life” and “Tianjin will build a “Tianjin City” In the “Bincheng” Twin Cities Development Pattern” and other manuscripts, I used Tianjin as an example to describe the significance of urban spatial layout to regional development. These manuscripts have now become auxiliary documents for studying the construction of world-class urban agglomerations in Beijing, Tianjin and Hebei.

Put Beijing, Tianjin and Hebei into a larger context to appreciate the profound meaning of synergy.“Strive to make Beijing-Tianjin-Hebei a pioneer and demonstration area for Chinese-style modernization” is a brand-new goal and an important mission for the future of Beijing-Tianjin-Hebei that I focus on. “The Beijing-Tianjin-Hebei coordinated development strategy shoulders the important mission of narrowing the gap between China’s north and south.” Many experts said during the interview.

In view of this, in my review of reports such as “Obvious Advantages and Sufficient Confidence—Beijing-Tianjin-Hebei Strives to Become a Pioneer and Demonstration Area for Chinese-style Modernization”, I consciously highlight the role of Beijing-Tianjin-Hebei as an important power source in leading the country’s high-quality development. , reflecting the top-level design through grass-roots brushstrokes, and exploring the new achievements of Beijing-Tianjin-Hebei in promoting the development of the Bohai Rim Economic Zone and driving the development of the northern hinterland.
