Welfare Universities hire teachers without degrees

Mexico City.- The Coordinating Body of Universities for Well-being Benito Juárez García (OCUBBJG) hired 101 teachers and administrators who did not have a degree or professional license, reported the Superior Audit of the Federation (ASF).

Due to this irregular hiring, the Agency must now return to the Federation Treasury 17 million 320 thousand 363 pesos that it paid them during 2022 under the “Social Aid” scheme.

According to Forensic Compliance Audit 206 of the Public Account 2022, he hired teachers and administrative staff to work in the different Welfare universities that operate in the country.

In both cases, according to the calls issued, interested parties must have a degree and professional license, as well as experience in the field in which they work.

In 2022, the ASF indicated, the Welfare Universities registered a staff of 1,330 teachers and 475 administrators.

To verify whether the hired personnel had complied with the requirements established in the call, the ASF asked the Ministry of Public Education (SEP) to validate the files of the hired academics and administrative staff.

“The SEP, through official letter number DGPYRF.-40.2/3652/2023 of August 29, 2023, received at the ASF facilities, indicated that from the comparison carried out of the 1,782 validated records, it identified 91 cases that do not match, 14 do not exist, and 156 it was not possible to validate the information.

“In addition to the above, the audit group requested the complete file of the teaching and administrative staff from OCUBBJG, which the SEP pointed out inconsistencies in the validation of their Professional Certificates, and from its analysis it was determined that 27 teachers and 98 administrative staff do not have Title and/or Professional License to practice the profession, which is a mandatory requirement in accordance with the calls issued to be able to serve as a Teacher, Administrative Assistant and/or Site Resident,” he explained.

During the audit process, the Coordinating Body was able to prove that 24 teachers and administrators did have a degree and professional license, but of the remaining 101 it did not provide evidence.

“(Therefore) probable damage or harm, or both, to the Federal Public Treasury is presumed in the amount of 17,320,363.00 pesos (seventeen million three hundred twenty thousand three hundred sixty-three pesos 00/100 MN), because the Coordinating Body of The Universities for Well-being Benito Juárez García (OCUBBJG), in the fiscal year 2022, ordered payment to 101 beneficiaries, 26 teachers and 75 administrative staff, who did not comply with the requirements indicated in the calls,” indicated the ASF.
