“ISW has previously assessed how low morale and exhaustion of the Russians affect the prospects of Russian offensive operations, but the current lack of material resources in Ukraine can make it difficult for Ukrainian troops to defend against Russian forces – even exhausted and unmotivated,” analysts noted.

In addition, in an interview with PBS News Hour, the President of Ukraine, Volodymyr Zelensky, stated that there is a shortage of anti-aircraft defense systems and artillery prevents Ukraine from effectively defending itself against Russian strikes and ground assaults.
