The project to build the Eastern North – South Expressway, period 2021 – 2025, the Quang Ngai – Hoai Nhon section has a length of 88km, passing through the territory of Quang Ngai province (60.3km) and Binh Dinh province ( 27.7km), total investment is more than 20,000 billion VND, of which construction value is nearly 14,500 billion VND.
Regarding site clearance work, up to now it has reached 96%, of which Binh Dinh province handed over 100%, Quang Ngai province handed over 95%. In addition, 16/19 mines have been licensed, and the remaining 3 mines will be licensed in April 2024.

On the route, there are 3 tunnels through the mountain (tunnel 1 is 610m long, tunnel 2 is 698m long, tunnel 3 is 3,200 km long), along with 77 bridges, 586 culverts, 81 underground tunnels, the largest of which is the bridge across the Ve River connecting the two. Mo Duc and Tu Nghia districts (610m long, longest bridge on the route). Currently, tunnels No. 1 and No. 2 have been dug many months ahead of schedule. In addition, 58/77 bridges were constructed and 3.3/12.1 million m3 of road embankment was built. The realized output reaches about 22% of the total volume.

Tunnel No. 3 in particular is the longest mountain-crossing tunnel on the North-South expressway, connecting the two provinces of Quang Ngai – Binh Dinh. Due to complex geology, the construction work was carried out very carefully by the contractor to ensure quality, safety. To date, the left tunnel has reached 796/3,200m, the right tunnel has reached nearly 854/3,200m.

“According to the contract signed with the investor, tunnel No. 3 will be completed after 42 months of construction, but the group is making efforts to clear this special-level road tunnel earlier than planned. It is expected that tunnel 3 will be dug through. in June 2025″, Mr. Huy added.
Currently, all 3 packages (XL1, XL2, XL3) of Quang Ngai – Hoai Nhon Expressway are organized in 3 shifts with 43 construction jobs, with more than 3,200 personnel, and 1,100 equipment and machinery on the construction site. As for the tunnel items, the contractor carries out construction continuously 24/24, with engineers and workers taking shifts to work continuously without stopping.

According to Mr. Nguyen Quang Huy, the plan proposed in 2024 strives to achieve a cumulative output of about 7,500 billion VND. Particularly for tunnels No. 1 and No. 2, the road surface, tunnel lining and equipment will be completed. In addition, 60/77 bridges have been constructed (priority is given to completing cross-road overpasses), completing road base embankment and partially constructing asphalt concrete for traffic safety.
Land clearance problems and material quarries
As noted by the reporter, at the beginning of route Km0+800 of package XL1 (through Nghia Ky commune, Tu Nghia district). This location is designed to build an overpass connecting the Quang Ngai – Hoai Nhon expressway with the Da Nang – Quang Ngai expressway, but the construction units have not yet fully handed over the site. On the route, there are still 50 households that have not agreed to receive compensation, and 99 houses have not been dismantled or relocated.

Leaders of Deo Ca Group said that on the Quang Ngai – Hoai Nhon expressway, there are currently about 20 locations that have not been cleared. In particular, critical progress locations such as the intersection at the beginning of the route (Tu Nghia district), National Highway 24 overpass, Eo Gio bridge, Song Quan bridge (Duc Pho town) and technical infrastructure works on the route are slow to move. move.
For material mines, in Quang Ngai province, the licensed reserves are 5.3 m3 of soil and 0.24 million m3 of sand. However, the compensation costs of some mines are higher than the regulations (about 3 times), there is no access road, leading to the actual mine reserves being exploited only reaching 3.2/5.3 million. m3 of soil and 0.1/0.24 million m3 of sand.

According to Deputy General Director of Ca Pass Group Nguyen Quang Huy, currently both XL1 and XL2 bidding packages in Quang Ngai province are having problems with site clearance and material quarrying. Therefore, the progress of implementing the Quang Ngai – Hoai Nhon expressway project in this year’s dry season has not achieved high results. Currently, 16/19 material mines have been licensed for highways. The number of mine licenses is relatively large but in reality only a small quantity can be exploited due to difficulties in access and transportation.
“The Group hopes that Quang Ngai province will coordinate with the investor to soon remove problems related to site clearance and material mines, to comply with the commitment to complete site clearance work on the entire route, and hand over to the contractor. before April 30,” Mr. Huy shared.
