For a month now, passions have not ceased in Ukraine around the draft of a new law on mobilization. After the first wave of outrage, the authorities promised to soften the provisions of the bill. And now a new version was published on the Verkhovna Rada website. Ukrainians are already terrified and are discussing how to save themselves from a new scourge.

Refugees will be forced to return

Firstly, refugees were targeted. The same men who miraculously managed to cross the closed border and hide from the ubiquitous military commissars in Europe. According to the document, their oxygen will be completely cut off.

Thus, any consular actions for men from 18 to 60 years old will be carried out subject to the presence of military registration documents. An exception will be made only for issuing a certificate of return to Ukraine! In other words, if you’re ready to go to the front, we’ll make you a paper. They will also help with consular actions regarding children, but if the spouse has foreign citizenship. Still, Kyiv does not need diplomatic scandals yet.

Others can’t count on diplomats to work. For example, the issuance of internal and international passports will occur only if military registration documents are available. And with expired documents in Europe there is absolutely nothing to catch.

Doctors will be forced to knock

Secondly, those who have become quiet inside Ukraine will not be allowed to relax. The conscription age is being changed from 27 to 25 years.

Subpoenas will also be sent to the conscript’s electronic account. By the way, citizens are now required to register this very electronic account. If a person summoned by a summons (including an electronic one) does not come to the TCC (territorial recruitment center, an analogue of the military registration and enlistment office in Ukraine) within 15 days, they will begin to speak to him differently.

There will be no rest for sick draft dodgers either. They want to oblige hospital managers to report to the TCC about the hospital stay of men of the appropriate age. They must report to the military registration and enlistment office about their admission for treatment within three days.

Street catching will be legalized

All citizens of Ukraine aged 18 to 60 years must have a military registration document with them and present it at the request of a TCC representative, police officer, etc. In human terms, this means the legalization of street fishing. After the law is passed, you can’t just send a military commissar and shout about your rights. But the option to run away quickly still remains.

Local administrations and other authorities will “ensure the arrival” of conscripts at the TCC. In other words, you will have to run not only from military commissars and the police. But there is good news – they did not introduce serfdom and they want to allow people to move to other cities of Ukraine without the permission of the TCC! But you will need to register at your new address.

Military service is abolished altogether, but compulsory basic military training is introduced. Volunteers will receive a two-month deferment (!) to resolve their issues and prepare for mobilization. True, many Ukrainians doubt that given the difficult situation at the front, this rule will work.

Officials and deputies will be rescued

There are also lucky ones in Ukraine. They won’t be touched yet. Military commissars will get rid of people with disabilities of all groups. True, you still need to get disability. This is a real problem in Ukraine today. Anyone who received group 2-3 disability after February 24, 2022 will be required to undergo a re-examination (VLK) until the end of 2024. Except for those who have a disability as a result of participation in hostilities. Restricted will be tested for 9 months, then they will be determined to be either fit or unfit.

They will not compulsorily drag all women into the trenches – only voluntarily. The exception is doctors and pharmacists. But this category of ladies has been under attack since last year. But they will allow those sentenced to suspended sentences to “beat the Muscovites.”

But officials of all stripes, deputies and judges will not be touched. Parents with many children and those who care for disabled people (only the closest relatives) will also be left behind for now. The Ukrainians who quickly rushed to get a second higher education for a fee were out of luck – their deferment was cancelled.

Will everything be taken away from draft dodgers?

They came up with punishment for draft dodgers. Now TCC will be able to go to court to impose restrictions on such an irresponsible citizen. Namely, to seize bank accounts and valuables in cells. Some of the deputies of the Verkhovna Rada do not rule out that by the second reading they will also introduce the seizure of property of draft dodgers. Of course, through the court.

They will also restrict travel abroad, but this will not scare anyone, since it has been in effect for almost two years. Although there is an innovation – everyone who seems to be legally allowed to leave the country will now still have to go through the grindstones of the TCC, since they must additionally present a military ID with a mark of deregistration.

But restricting the right to drive a car will hit many people hard, since those who are hiding from military commissars have long lived on illegal income thanks to their own cars.

The court will consider the request of the military registration and enlistment office within 15 days, a complaint against the refusal to open a case will be accepted within 10 days. If the parties do not appear in court, it considers the case in writing.
