Minister Zhaseki answered the questions of Başak Engl, Pnar Ik Ardor and Deniz Grel regarding the agenda in the “Agenda Special” program on TV 100.

Stating that Turkey is one of the countries at risk of earthquakes and that there are around 500 active fault lines, Zhaseki stated that no one can consider themselves safe and build random buildings, and that whatever is being done, this reality must be known and acted upon.

Zhaseki pointed out that there are around 30 million residences and around 7.5 million workplaces in Turkey, and that nearly 20 percent of them are at risk, and said, “We must accept this and act accordingly. If we act knowing this and take our precautions in advance, we will be in good hands.” “We cannot hit or cry. But if we do not act knowing this, if we ignore it, if we want to forget, then a thousand kinds of disasters will befall us.” he said.

Emphasizing that risky buildings should be transformed as soon as possible, Zhaseki said, “When we say that urban transformation is necessary, a group of people object. They have learned a very simple thing: ‘Not urban transformation, but profitable transformation.’ “I told those friends at the Grand National Assembly of Turkey Plan Budget Commission, ‘If you love God, do not make profitable transformation, make urban transformation. Do not escape by saying ‘profitable transformation’. Avoiding this responsibility will not save you.” He used the expressions.

Minister Zhaseki noted that he met with citizens in Antakya, Hatay, in 2016, and that urban transformation was not wanted there, and said, “I listened one by one. I tried to persuade. But the protesters prevailed. It was one of the first places I looked at during the Kahramanmara earthquake. It was completely destroyed. None of the people I talked to.” “No. If they had not prevented it, all of their houses would have been built within 5 years. So, it is a great sin to prevent this work.” He made his assessment.

Stating that before the Urban Transformation Law was enacted, they held a meeting in Istanbul to which all provincial municipalities were invited, without making any distinction between parties, Zhaseki stated that they explained what they explained one by one and held consultations on these issues, and no one objected.

Zhaseki stated that they then convened the “Earthquake Reality and Urban Transformation Initiative” and that dozens of academics and NGOs came here and worked and worked for days, adding:

“We made a presentation in the Turkish Grand National Assembly, first to the People’s Alliance, and then to the deputies of the CHP and Y Party, before the draft law took its final form. Ultimately, this is a draft that the Ministry worked on with its own experts, but was consulted to scientists, municipalities, and everyone else. This draft we have put forward is the common mind of the Republic of Turkey. In other words, there has not been such a big opposition as there is now. Everyone knows that this is the right thing. They really throw the thought aside. They put the reality of science aside. Then he will oppose from his own perspective, “Whenever he is about to do something bad, he starts attacking from there.”

Minister Zhaseki, regarding the discussions on the reserve area within the scope of the Urban Transformation Law, “Will the state seize the houses?” To the question “Can such a thing happen? Why do people come to power? To serve the citizens. Can a government that oppresses the citizens survive in Turkey? It is not possible. The Urban Transformation Law has been implemented for 12 years so far. Whose house has been taken away? Who has been thrown out on the street?” “Who has been oppressed? Has such a thing ever happened before? No.” He replied:

Evaluating the urban transformation works to be carried out in Istanbul, Zhaseki stated that the city is the “apple of everyone’s eye” and that everyone is economically dependent on it.

Defining Istanbul as “the center of tourism, trade and finance”, Zhaseki stated that an earthquake that could occur here could have very bad consequences for the whole of Turkey and would affect every side at once.

Zhaseki said, “There are 6 million residences and 1.5 million workplaces in Istanbul. Approximately 600 thousand of them seem risky. 600 thousand should be considered as soon as possible. There is no need to be hopeless. We can do this very easily. In this regard, too “We have a road map for ourselves, there are nearly 20 reserve areas. We even made plans in some of these places. We will produce housing in these reserve areas.” He used the expressions.

Regarding the discussions that citizens will be given houses in a different place than where their houses are, Zhaseki said the following:

After demolishing people’s houses, we will try to give them back where they are. This is our first goal, to create reserve areas in the nearest places. Emphasizing that the reconstruction and construction works of the earthquake zone continue uninterruptedly, that there are currently 46 thousand houses ready and that they will deliver them, Zhaseki said, “We have started the construction of 200 thousand houses, it is about to be completed. We are also building 50 village houses from steel. The houses whose construction has started will be delivered within a year.” will be done.” he said.
