Chandigarh. In Haryana, under Rabi season-2024, mustard is being procured from March 26 and now wheat will be procured from April 1, for which 417 mandias/purchase centers have been created. This time, more arrival of wheat is expected than last year, in view of which concrete arrangements have been made for the purchase of crops. This time too, payment for crop purchase will be made through electronic means directly into the accounts of farmers within 48 to 72 hours.
Dr. Sumita Mishra, Additional Chief Secretary, Food, Civil Supplies and Consumer Affairs Department, held a meeting through video conferencing here today with District Deputy Commissioners, Superintendents of Police and District Food and Supplies Controller (DFSC) regarding the preparations for the procurement and gave necessary directions. gave instructions. While giving instructions, Dr. Sumita Mishra said that four procurement agencies Food, Civil Supplies and Consumer Affairs Department, HAFED, HSWC and FCI (Central Agency) will purchase crops at the minimum support price set by the Government of India.
District Deputy Commissioners will coordinate with these agencies in their districts and monitor procurement operations. Surprise inspection of the mandis should also be conducted by other senior officers of the district. Apart from this, senior IAS officers, who are district in-charges, will also inspect the mandis in their respective districts. He said that registered farmers will be paid online for MSP into their bank accounts through e-procurement portal. Proper sanitation and other basic facilities should be ensured in mandis and procurement centres.
While giving instructions, he said that this time more arrival of wheat is expected, accordingly the concerned District Deputy Commissioner should mark the availability of sufficient space to store the crop. By coordinating with HAFED and Haryana State Warehousing Corporation, if any additional storage space, silos etc. are available in your or adjoining districts, then ensure arrangements for the same.
Dr. Sumita Mishra said that for smooth conduct of procurement and to avoid any untoward situation, the Director General of Police has also been asked to ensure adequate security arrangements in the mandis. Apart from this, police arrangements will also be made to control the traffic, so that other passengers near the mandis do not face any inconvenience due to traffic jam/crowding. He also directed that checkpoints should be set up in the districts bordering other states. He instructed the District Deputy Commissioners to nominate a nodal officer to monitor the procurement process in the mandis/purchase centres.
He also directed that in view of the weather, tarpaulins should also be arranged in the markets to protect the crops. It was told in the meeting that for the convenience of farmers, helpdesks have been set up in the mandis and arrangements for drinking water and toilets have also been made. CCTV cameras and electronic weighbridges have also been arranged in the mandis.
Managing Director of Haryana State Warehousing Corporation K Makarand Pandurang, Chief Administrator of Haryana State Agricultural Marketing Board Mukesh Kumar Ahuja, Director of Agriculture Department Rajnarayan Kaushik, Director of Food, Civil Supplies and Consumer Affairs Department Mukul Kumar and other officials were present in the meeting.
