At the same time, the periodic head of the Security Council clarified: the majority of members are in favor of the full membership of Palestine.
“Many countries have expressed the fact that Palestine meets all the criteria required by the Montevideo Convention as well as Article IV of the Charter,” he said.
Malta’s ambassador and permanent representative to the United Nations added that as the chairman of the said committee, he will publish the first draft report and “we will see what happens in the future.”
The rotating president of the Security Council had previously announced: “We have agreed that the admissions committee should discuss this issue in April. We all know that any member of the council may decide on a solution. Present yourself for membership.”
Palestine is now a permanent observer at the United Nations. In 2011, Palestine applied for permanent membership in the United Nations, but later decided to remain as a permanent observer for some time.
In April, Palestine sent a letter to the UN Security Council requesting that it reconsider joining the UN as a permanent member.
Countries with this status can participate in most meetings and have access to almost all relevant documents, but do not have the right to vote. Except for Palestine, the Vatican also has permanent observer status in the United Nations.
Countries are admitted to this international organization by the decision of the UN General Assembly based on the recommendation of the Security Council.
The UN Security Council will recommend to the General Assembly if 9 of its 15 members vote positively on this country’s request. Of course, this is if none of the permanent members of the Security Council, including England, China, Russia, America and France, vote against this request and do not veto it. The request must then receive a two-thirds vote in the UN General Assembly.
