What will change from April 1, 2024 in Ukraine

In April, the minimum wage and pension will be raised in Ukraine, and conscripts will be demobilized.
From April 1, 2024, a number of changes await Ukrainians in various areas. Among the main ones is an increase in the “minimum wage” and with it the minimum pension and taxes. The changes also affect payments to immigrants – the Cabinet of Ministers reviewed the previously adopted rules and changed them a few times. What will change from April 1 is still in the material.
Raising the minimum wage
From April 2024, the minimum wage in Ukraine will increase by UAH 900. If before that it was 7100 UAH/month, now it will be 8000 UAH. This means that the salary for the completed monthly or temporary rate cannot be lower than this figure.
Together with the “minimum” fines for unscrupulous employers will also increase. In case of violation of the labor legislation – for example, work without an employment contract, delay or payment of incomplete salary, etc. – you will have to pay a fine in the amount of 16,000 to 128,000 UAH.
Tax increase
With the growth of the “minimum” taxes also increase, now they will be as follows:
- Personal income tax (personal income tax) – 18% of the minimum amount, which will amount to UAH 1,440;
- military tax – 1.5% of the MZP, which is equal to UAH 120;
- ESV (single contribution to mandatory state insurance) – 22%, which will amount to UAH 1,760 from April 1.
Also, the minimum pension in Ukraine, which depends on the minimum salary, will also increase for some categories of pensioners.
Increase of the minimum pension and recalculation of pensions for working pensioners
From April 1, the minimum pension for 65-year-old non-working pensioners with 30/35 years of experience will be increased (for women and men, respectively). Now the minimum pension will be UAH 3,200 (40% of the minimum salary).
As for working pensioners, their pensions will be recalculated from April 1. It will be automatic and taking into account the updated insurance experience. These payments after recalculation will be individual for everyone.
Payments to displaced persons
After the rules for HPV payments changed on March 1, 2024, the number of such recipients decreased significantly.
But in March, the Cabinet of Ministers reviewed assistance to displaced persons and made changes to the new payment procedure – extended the application deadline until April 30, 2024 and expanded the list of recipients.
Demobilization of conscripts
In April, the demobilization of conscript military servicemen drafted into the Armed Forces before the start of a full-scale war in Ukraine begins. Demobilization is carried out in accordance with Decree No. 149/2024 of the President of Ukraine.
Import of humanitarian aid to Ukraine
Also, from April 1, in order to import gumpomoch into Ukraine, you will need to register in the online system. Now the entire record of the humanities will be kept by the Automated Registration System.
This mechanism will allow to see what kind of humanitarian aid is imported and where it is then distributed. In addition, it is possible to monitor what will be imported and prevent doubling of aid.
Registration for NMT through “Diya”
Registration for participation in the National Multi-Subject Testing (NMT) is now ongoing – until April 11, 2024. Now this can be done through the “Action” application.
