In Ukraine, the conscription age has been lowered to 25 years. Citizens of Ukraine who avoid mobilization face additional restrictions.
As stated in Law No. 10449, which will enter into force a month from the day following its publication, mobilization will now take place since 25 years. The age limit, as before, is 60 years.
Mobilization in a new way for conscripts
Within 60 days after the entry into force of the law, conscripts are conscripted must specify their account data through TsNAP, the conscript’s electronic cabinet or in the TCC.
In addition, all citizens of Ukraine between the ages of 18 and 60 must have a military registration document with them, and are also obliged to present it at the request of representatives of the TCC, the police or the State Border Service.
The electronic office of a conscript, conscript or reservist is also introduced. However, it will be a right, not an obligation, therefore, there will be no punishment for its absence.
Failure to appear on a summons at the TCC
The law considers valid reasons for not appearing at the TCC after receiving a summons:
- natural disasters;
- illness;
- actions of the aggressor country;
- death of a close relative or a close relative (wife/husband).
About the reasons for the non-arrival of a conscript must notify the TCC within three days .
Urgent service is cancelled
The new law abolishes conscription and introduces basic general military training, in particular at universities. During martial law, it will last up to three months, during peace – up to five.
Without passing basic military training, a person will not be able to get a position in state bodies. However, there is an exception if the conscript was declared unfit for service.
“Limitedly suitable” – what you need to know
Ukrainians with the status of “restrictedly fit” must within nine months from the date of entry into force of the law undergo a medical examination again.
Restrictions for dodgers
Uklonists are waiting restrictions on the right to drive a vehicle. By the second reading, deputies removed restrictions on travel abroad (this is already regulated by legislation) and blocking of accounts.
Restrictions on driving a car will be imposed by the court on the claim of the TCC. The decision on the opening of proceedings will be made within five days from the date of receipt of the claim. Consideration of the claim – 30 days.
Refusal to satisfy the claim is possible:
- if such a limitation leaves a person with a key source of means of existence;
- if a citizen uses a car due to a disability or being dependent on a person with a disability of the I, II group, or a child with a disability;
- if its validity is not proven (in particular, the fact of ignoring the subpoena).
Innovations for active servicemen
From the bill removed all regulations on demobilization. But the defense committee added monetary compensation for the military. For destroyed enemy equipment, they can receive from UAH 12,112 to UAH 908,400, as well as additional leave – no more 15 calendar days per hour .
In the case of concluding the first contract, the military will be entitled to 50% compensation of the first installment on the mortgage loan within the framework of the eOselya program, UAH 100,000 after the first year of service and another UAH 100,000 after the second.
If the contract is concluded, the military can also receive a certificate of purchase within three months vehicle in the amount of UAH 150,000.
The families of the fallen soldiers, as before, should receive not less than UAH 15 million.
The Law on Mobilization is something you need to know
As reported by UNIAN, on April 11, the Verkhovna Rada of Ukraine adopted in its entirety draft law on mobilization No. 10449.
Before that, people’s deputies voted, in particular, to remove from the bill the provision on demobilization, which was in the first reading. It provided for the dismissal from service of military personnel who had served a total of 36 months during martial law.
On April 15, the law was returned with the signature of the chairman of the Verkhovna Rada, and today, April 16, the law was sent to the president for signature. Today, Volodymyr Zelensky signed the document.
According to the Major of the Armed Forces of Ukraine, Deputy Commander of the 3rd Separate Assault Brigade Rodion Kudryashov, Ukraine lost a lot of time in the matter of the mobilization law, in fact it should have been adopted at the very beginning of a full-scale invasion.
