The Council is working on attracting additional funds to support farmers in 2023

Ukraine is working on attracting capital investments for agricultural support programs in 2023. In particular, the Verkhovna Rada of Ukraine drafted draft law No. 8025 on attracting donor funds from international partners during the war.

This was reported by a member of the Agrarian Committee of the VRU, People’s Deputy of Ukraine from the “For the Future” political party, Serhiy Labaziuk, based on the results of committee hearings with representatives of the World Bank, the US Department of Agriculture, USDA, FAO, the Ministry of Agriculture, the Ministry of Economy, and leading agricultural associations.

According to the parliamentarian, today, thanks to the attraction of donor funds, the programs to support farmers will attract:

• 131 billion for available loans at 5-7-9%;
• 360 million for the Credit Guarantee Fund in the Czech Republic;
• 1 billion for the provision of grants to agricultural enterprises (gardens, greenhouses).

Additionally, the government is working to attract:

• 80 million dollars for subsidies per head of cattle and per hectare;
• 50 million dollars – to support gas processing;
• 50 million dollars for dryers and generators.

“This is good news for the agricultural sector… But the problems of lack of equipment, logistics, export of products at market prices and insurance have not disappeared. All this needs to be solved at the legislative level, so I once again focused on the project of my authorship No. 8025 on attracting donor the means of international partners during the war,” said Sergey Labaziuk.

The draft law, which received full support from the members of the relevant ministry, proposes the following innovations: capital investments for loans on the conditions of repayment of 90% of the rate and 50% of the annual payment per body, insurance guarantee, compensation of 40-60% of the insurance payment in case of destruction of property as a result military actions, financing for the purchase of state-owned equipment and free transfer of use during the war.

“Because of the war, for the first time in less than 10 years, direct subsidies to the agricultural sector are not provided for in the state budget, it is necessary to attract international investments as much as possible under clearly specified items of expenditure. Therefore, during his speech at the committee hearings, he asked the chairman of the Verkhovna Rada to bring to the parliament for a vote project No. 8025, which we at the specialized committee will finalize before the second reading… We have no right to leave without support the industry that is the driver of the domestic economy,” Labaziuk summed up.
