A day ago, Mr. Le Minh Hoang said he booked a plane ticket from Hanoi to Ho Chi Minh City because he wanted to pray for rain to help people when the hot weather of 38 degrees Celsius persists. He said this trip was not about making money, cheating, or gaining reputation. He just wants to contribute his ability to help people who are struggling with the drought.

The person with “supernatural” abilities introduced by Mr. Diep is named Le Minh Hoang (born 1967, residing in My Duc district, Hanoi).
In a document sent to the Ho Chi Minh City Irrigation Department, Dr. Diep said he met Mr. Hoang twice. The man with the ability to “call the rain, call the wind” asked CTCS to introduce him to the leaders of the southern provinces to create conditions to showcase his talent.
Mr. Diep introduced Mr. Hoang to the Ho Chi Minh City Irrigation Department, hoping this person would have magical abilities.
